摘 要：以文献资料法、访谈法和逻辑分析法等研究方法,通过追溯社区体育发展理论与实践,梳理和解析以往学界关于社区体育服务和社区体育公共服务等系列概念,试图重新界定我国城市社区体育公共服务的概念并分析其内涵.研究发现,我国城市社区体育公共服务在全球公共服务核心理念的积极影响下适时出现,是我国城市社区体育和城市社区体育服务实践发展的必然产物,其概念的重新界定需将我国当前科学的公共服务、城市社区公共服务和体育公共服务等概念作为上位概念,且需从广义和狭义层面来对其概念进行合理界定并剖析其内涵.对城市社区体育公共服务的概念进行合理溯源并重新界定,是我国城市社区体育公共服务管理体制深化改革、多元化及复合式服务供给机制革新的逐渐推进、服务治理结构的日益完善和科学服务绩效评估体系的建立健全等工作的重要前提,同时对明确我国城市社区体育公共服务的服务目标、提升其服务水平和推动体育强国建设具有积极意义.

Abstract：With resort to literature review,interviews,and logical analysis,and by tracing the development of the theory and practice of community sports,and by sorting out and analyzing various academic concepts regarding community sports service and community sports public service,the present study sets to redefine the public service of urban community sports （PSUC） in China and analyze its connotations.Upon research,the study finds that it is necessary to take our scientific concepts concerning public service,urban community public service and public sports service as its superordinate concept and also necessary to define and analyze its connotations at both broad and narrow levels so as to redefine the concept of PSUC,which,as an inevitable product of the development of Chinese urban community sports and service,came into being under the positive influence of the core ideology of global public service.To reasonably trace and redefine the concept of PSUC is an important prerequisite for deepening and diversifying the management system reform of PSUC,gradually reforming the compound service supply system,continually improving the service management structure,and establishing and strengthening the scientific service performance evaluation system；meanwhile,it is also of positive significance to define the service goal of PSUC,promote its standard of service,and drive the construction of our country into a sports power.

世纪之交,在全球公共服务核心理念的积极影响下,我国政府职能与公共行政改革序幕被正式拉开,体育公共行政改革也随之进入这场改革大潮之中.与此同时,伴随2008年北京奥运会完美落幕和我国体育强国建设战略的提出,尤其是2011年的《十二五规划纲要》和《全民健身计划（2011-2015年）》颁布实施以来,城市社区体育公共服务体系建设已成为民生关注的焦点.审时度势加快我国城市社区体育公共服务理论与实践研究的步伐,是有效提升和切实扩大城市社区体育公共服务文化影响力、建立健全其服务体系和实现其服务最大化和均衡化发展的必然要求,是丰富我国体育公共服务体系、提升服务水平、改善民生和推动体育强国建设的重要举措.已有的成果虽对我国城市社区体育公共服务的概念界定与内涵剖析提供了宝贵的参考价值,但受诸多因素的制约,其相关成果还存在一些不足和缺憾.学界以公共服务、城市社区公共服务和体育公共服务等为上位概念,来科学界定我国城市社区体育公共服务的概念并剖析其内涵等的研究工作尚处于萌芽阶段.毋庸置疑,对我国城市社区体育公共服务的概念进行合理溯源和重新界定,并系统深入分析其内涵,是后续诸如城市社区体育公共服务的管理体制改革、服务模式建立、服务资源配置及服务绩效评估等系列研究的逻辑起点和重要前提.
