摘 要：
建立一個系统、全面、科学、合理的居家养老社区服务评价体系十分重要.将卫生服务领域中“可及性”概念引入,构建居家养老社区服务可及性的概念模型及评价指标体系；基于北京、南京和咸阳的调研数据,运用模糊综合评价法给出权重分配和综合评价.结果显示,目前居家养老社区服务可及性的得分为332分,该结果为“较好”,但接近“一般”等级,说明老年人对社区服务可及性的满意程度还有很大的提升空间.可及性的二级指标的得分由高到低依次为：可达性385分,可适应性354分,可负担性352分,可接受性344分,可用性296分.因此,我们建议,着力加强上门服务和租赁服务设施的建设；完善居家养老社区网点服务,尤其是服务的内容和种类；增加对居家养老社区服务人力、物力、财力的扶持.

Abstract：
It is essential to
establish a systematic, comprehensive, scientific and reasonable home care community service evaluation system. We introduce the conception of Access in the field of health service to the areas of the home care community service,and build a conceptual model of Access to the home care community service. Then we put it into an evaluation index system.Based on the survey data of Beijing, Nanjing and Xianyang, the Fuzzy Comprehensive Evaluation method is adopted to give weight assignment and comprehensive evaluation. The results showed that the Access to the home care community service he a score of 332 points, the result is “better”, but close to the “general” level, indicating that there is a lot of room for the improvement in satiaction of community service accessibility.In the secondary grade index of Access, the score is from high to low in order： accessibility of 385 points, adaptability of 354 points, affordability of 352 points, acceptability of 344 points, ailability of 296 points. Therefore, we propose to focus on strengthening the construction of onsite service and leasing service facilities； improving the service in the community, especially the content and types of services； and increasing the support of manpower, material and fund for the home care community service.
